The CPAP Advantage

The Chartered Public Administrator – Professional Level (CPAP) is the core credential for experienced public sector professionals. It validates your ability to lead teams, manage public resources, and implement policies effectively.

Unlike entry‑level certificates, CPAP requires strategic thinking, financial acumen, and a deep understanding of governance ethics. It is recognized globally as a mark of mid‑career excellence in public administration.

Eligibility Criteria

CPAP is designed for mid‑career professionals ready to step into higher responsibility.

Professional Experience

  • Minimum 5 years in public administration
  • At least 2 years in a supervisory or management role
  • Demonstrated responsibility for budgets, staff, or policy implementation

Education & Accreditation

  • Bachelor’s degree (any field) from an accredited institution
  • Master’s degree (MPA, MBA, etc.) preferred but not mandatory
  • Completion of CIPAG Foundation Program or equivalent (waived with relevant experience)

Recognition of Prior Learning: Candidates without a bachelor’s degree but with 10+ years of progressive public sector experience may apply for RPL. Learn more →

CPAP Curriculum

Four core competency domains, assessed through examination or portfolio.

Strategic Planning

Organisational design, performance management, and change leadership.

Public Financial Management

Budgeting, procurement, internal controls, and audit readiness.

Governance & Ethics

Regulatory compliance, administrative law, and ethical decision‑making.

Stakeholder Engagement

Communication, negotiation, and inter‑agency collaboration.

Assessment Options

Choose the route that best fits your learning style and schedule.

Examination Route

  • 3‑hour proctored exam (online or test centre)
  • 100 multiple‑choice questions + 2 case studies
  • Offered quarterly: March, June, September, December

Portfolio Route (RPL)

  • Submit evidence of competence: work samples, performance reviews, project reports
  • Peer evaluation by CIPAG assessors
  • Ideal for candidates with 8+ years of experience
