The Gold Standard for Governance Advisors

The CPAC (Chartered Public Administration Consultant) credential is designed for seasoned professionals who advise governments, multilateral agencies, and non‑profits. It validates your ability to diagnose institutional challenges, design reforms, and influence policy at the highest levels.

Unlike other certifications, CPAC emphasises political economy analysis, stakeholder mapping, monitoring & evaluation frameworks, and advisory communication. It is awarded through a rigorous portfolio assessment and case‑study interview.

Who Should Apply?

CPAC is reserved for experienced governance advisors.

Independent Consultants

  • 10+ years of governance advisory experience
  • Proven track record of successful reform projects
  • Portfolio of client deliverables (strategies, assessments, evaluations)

International Development Experts

  • Work with UN, World Bank, bilateral donors, or INGOs
  • Experience in public financial management, anti‑corruption, or policy reform
  • Expertise in M&E frameworks and results‑based management

CPAC Core Competencies

Demonstrate mastery in four key domains.

Public Sector Diagnostics

Institutional assessments, capacity gap analysis, and reform roadmapping.

Political Economy Analysis

CPAC Assessment Process

No written examination – portfolio and case‑study interview.
