Executive Level

The CPAE Difference

The Certified Public Administration Executive (CPAE) is our most senior credential, designed for leaders who shape national policies, drive institutional reforms, and manage complex public sector transformations.

Unlike other certifications, CPAE emphasizes strategic foresight, crisis governance, inter‑agency collaboration, and ethical leadership at scale. It is awarded through a rigorous portfolio assessment and peer interview process – not a standard examination.

Eligibility Criteria

CPAE is reserved for the most experienced public sector leaders.

Professional Experience

  • Minimum 12 years in public administration
  • At least 5 years in a strategic leadership role (e.g., Director, Permanent Secretary, Agency Head)
  • Demonstrated impact on national or regional policy

Education & Accreditations

  • Master’s degree or higher (MPA, MBA, PhD, or equivalent)
  • Existing CIPAG membership at Fellow level (FCIPAG) or ability to upgrade
  • Completion of CPA, CGP, or other advanced CIPAG certification (preferred but not mandatory)

Exceptional Cases: Candidates with 15+ years of leadership experience but no master’s degree may be considered through our Recognition of Prior Learning (RPL) process. Learn more →

Assessment Process

No written examination – instead, a portfolio-based evaluation.

Provide evidence of leadership impact: strategic plans, reform documentation, testimonials, and performance metrics.

Your file is reviewed by a panel of CPAE‑holders and governance experts.

A 60‑minute virtual interview exploring your leadership philosophy and real‑world challenges.
